The Wind River Development Fund (WRDF) provides local entrepreneurs and businesses with access to capital, technical assistance, support, training, and professional capacity in retaining, expanding and developing enterprises throughout Fremont & Hot Springs County of Wyoming.
The mission of the Wind River Development Fund is to provide financial opportunities to stimulate economic development on and near the Wind River Indian Reservation, to promote self-sufficiency, self-determination, and an enhanced quality of life for the reservation community.
How We’re Assisting Local Entrepreneurs
As a member of the Wyoming Community Navigator Program, we are able to expand our direct business assistance services, our small business lending capacity, our one-on-one assistance, and more group training opportunities with local businesses and entrepreneurs.
What We Offer
Business Loan Program and Programs
Any new or existing business located on or near the Wind River Indian Reservation is eligible to apply for a loan. Loans can be used for just about any business purpose including working capital, purchase of land or buildings, construction costs, business vehicles, inventory, equipment, purchasing an existing business or refinance high interest debt. We are proud to offer the following products and services:
- Micro Business Loans from $1,000.00 to $5,000.00
- Small Business Loans over $5,001.00 to $250,000.00
- Business Workshops & Training
- Line of Credit
- Agriculture Loans
How Our Loans Help the Community
Loans must be for business purposes or community development projects. Eligible uses include:
- Working capital
- Purchase of land or buildings
- Construction of building
- Leasehold improvements
- Business vehicle purchases
- Inventory
- Equipment
- Purchasing an existing business
- Refinancing high interest business debt.
All of our one-on-one business development services are free, and any new or existing business located on or near the Wind River Indian Reservation is eligible to apply for a loan.

WRDF is a certified Community Development Financial Institution (CDFI), providing financial and development services that are often unavailable from mainstream financial institutions.
